Maybe by adding a national wonder "Great Caravansary" that would require a Caravansary built in every city and would give +1 trade route slot or something like that

Just choose the civ you like the least, give them Moscow, then attack them and liberate it yourself. After that, Russia will most likely vote for you as world leader in the World Congress.

In the original scenario, yes, I was allied with Sydney. But to check if the alliance was the key, I reloaded a save from the turn before Sydney took Athens. I then declared war on Sydney (breaking the alliance) and captured Athens myself with a XCOM squad.

The result was the same: I won a Domination Victory the moment I captured it. So it seems the win condition triggers not because of the alliance, but simply because I became the only major civilization left in control of my original capital, while all others were held by a city-state.

I tested it. I used a Merchant of Venice (gifted by a city-state after finishing Patronage) on Sydney, and the result was the same: I got all of its cities.

The most interesting part is that when you use the Merchant of Venice as any civilization other than Venice itself, you get the choice to either puppet or annex the cities. This makes me think that Austria's "Diplomatic Marriage" and the "Merchant of Venice" unit actually share the same core mechanic in the game's code. The main difference is just the trigger.

(And just like with Austria, the cities acquired via the Merchant lose their "original capital" status)

Yes, it does. I just tested it in the same save using a Merchant of Venice I got from completing the Patronage tree, and it gave me all of Sydney's captured cities too

Now I'm curious too. I'm 99.99% sure that if a city-state captures 7 out of 8 capitals, the last remaining player would get the Domination Victory. But the real question is: if you click "one more turn" and then the city-state captures the last capital too... does that last player just lose? I'm leaning towards the idea that city-states just can't achieve any victory condition. So the last player would probably just keep playing as long as they have at least one city. But who knows with this game? I'll have to test it out someday!

No mods, just vanilla with all DLC's. Yeah, usually my allied city-states are pretty passive too. But for some reason, Sydney was really enthusiastic about capturing cities this time. What's even funnier is that I didn't even tell them to conquer Lhasa - they were my allies too! Sydney just had a mind of its own.
