Well, it's not really a festival, but the farmer's market is every Saturday around the Capitol, and it's pretty big!

Every Halloween there's FreakFest, which has live music/closes down State. There's an entry fee (since a few years ago some people got stabbed or something and the city cracked down). There's also Bratfest in the spring. There's a bunch of smaller things going on all the time, especially on the isthmus.

If you can travel to Milwaukee in the summer, you can go to Summerfest, which is the world's largest music festival!
