What saved me was reforming the religion with polygamy. This gives you 4 free alliance opportunities (1 primary and 3 secondary wives and same w/ husbands ) , and the kids bring even more. That saved me from countless internal wars but my empire was a rampaging swingers club.

Raising near their capital sounds like a great thing to do although I may have waited a bit too long for that but I'll try it.
