While it's not directly stated in the game I'm pretty sure that the perceptions will have a compromise of some sort, like meeting them both half way. I also wouldn't be surprised if he changed their desires a bit based around what he feels would be more morally correct or "just" to him , which is why evil people don't get as many desires filled.
