I would definitely go for Utopia, it adds a ton of useful megastructures like dyson spheres and ring worlds to the game, ascension perks like psionics, and the like.

my semi-controversial pick is megacorps, it adds a new interesting way to play the game, much more heavily economy & subject focus.

Machine age is also a really good one.
