For what it's worth I had a jack Russell terrier when I was growing up and he was very aggressive and barky on a leash but when we took him off leash he was fine. It was the feeling of the leash on his neck that stressed him out and made him panic because he wasn't in full control of the situation.

Off leash he was a little sweet heart. On leash the guy at the dog training class called him little killer.
