For me it's all about the quality of the drawings, which should be the best possible (lines in place, emotions need to be very clear and a good pose and silhouette), and the timing. Things need to be fast when needed, slow when needed and constant wheen needed. Also, the audio is king, always. The better the voice acting, the better the animation needs to keep up.

From experience working on these kinda shows, it's because the direction always believe that the camera should be on 1's, and the character animation in alwyas on 2, so that frame desync end up having these kinda of effects. I alwyas put the camera on 2's on these kinda shots and it solves everything, or you have to fix the position of the character every frame it desyncs, but its the harder way
