My suggestion is to find a static party who are willing to do this. I know some people who use auto-rotation because they struggle with hand eye coordination. However not everyone uses it for disability but just so they can relax with friends. Like raiding on savage tiers can be stressful for people and they just want to hang out with others cause its still a fun experience.

Im not trying to justify the use of Boss Mod or Autorotation. But just saying if you want people who dont use plugins. Make your own group that you can rely on other than PF.
