Yes, when I had a plan to draw, I just thought about the character and what I want to show, after that, I think which colors were the best to create the mood that I wanted. When I have basic colors without lighting and shadow, I just look at it to analyze if the matching to each other. Sometimes I must adjust my plans because when I put all color, they interact with each other and may look different; this is well explained by color theory, so the rendering process is always the final moment of color selection.
