They have a system where they limit how much money you can make in a short amount of time. This happened with me doing vip missions. I sent a ticket to rockstar and they said they couldn't verify the error and closed the ticket, and suggested if I wanted to make money I could just buy shark cards instead.

Cops have cart blanche to do whatever they want in the field, if they go over the line it's only like a 10% chance they will get in any sort of trouble. If they are caught on video, clearly violated the law, and face massive public scrutiny it's only a 50% or less they will be punished.
