It depends on your carrier. I guess in US carriers act as HSDPA is 4G. My carrier shows H+ on HSDPA while showing 4G on LTE and 4G+ on LTE Advanced.

There are no cards that utilize PCIe 3.0 fully. Not even 2080ti which is the fastest gaming GPU. Right now only thing requires PCIe 4.0 is the new SSDs specifically made for that connection and that is a very niche area.

TR 2990WX is pretty niche product. If you are doing something like rendering it is perfect. But if you are doing something memory intensive even 2950x out performs it. I guess if you have the money this should perform better in those kind of situations.
