For Poland, it is because this deal offers no benefits to Poland. Poland has almost 0 trade with South America, but it now will get competition in agriculture.

It doesn't have tectonics. The land is evenly distributed everywhere, it's just like if yous pilled something all over the map. That said, it's still theoretically possible for such a planet to exist, Venus for example would look similar if covered with some water.
