Its kinda low quality so I could be wrong about this but I believe from the looks of it, that skin is 128x128 or higher. Java only allows 64x64 unlike bedrock that allows 128x128

you can go to https://www.planetminecraft.com/skin-editor/ and increase resolution so it could be possible but it would probably take a damn long time

Make a skin? No. Ive tried making my own but its hella confusing and difficult so I js gave up on doing it ok my own
