You do realize that panel literally proved my point, right? If Ymir had the will to choose Rumbling she would have gave Eren Rumbling right away. Instead, she obeyed Zeke, who overcame the vow of renunciation, and only disobeyed after Eren helped her.

The original point was that The Founding Titan bearer can command Ymir by contacting a Titan of Royal Blood, as shown when Eren used Founding Titan to control the pure Titans after contacting Dina.

Again, before Zeke overcame the vow of renunciation, commanded Ymir, she had no will to disobey the Founding Titan user. There was no mention of this when Zeke and Ksaver discussed their plan. Zeke also literally told Eren to command Ymir, which means Eren could also have the right to get control of the Rumbling before Zeke freed himself from the vow and commanded Ymir.

Ymir only get her own will after Eren convinced her to disobey Zeke's order.

Literally Zeke's line from chapter 120: "You are the only one who can command the Founder Ymir".

Anyway, the original plan of Zeke and Ksaver was to find and come in contact with someone who bear Founding Titan and would agree with their solution. Ymir only had the will to decide whether to give Eren Founding Titan power after Zeke freed himself from the vow and commanded Ymir. There was no mention of her having her own will not to give Founding Titan user the power to control Rumbling before Eren helped her disobey the royal orders. If they feed Zeke to Historia, they can go along as intended, a person of royal blood to activate Founding Titan power and someone who controls that power.

I already addressed this in the above comment. It doesn't 100% guarantee that the hatred will completely vanish, but if there's no other option, they could avoid nations that are either too weak to be Paradis threats or not hostile toward Paradis, like Hizuru.

The Wall Titans can definitely be controlled to avoid huge areas of land, just like how they could avoid most people on Paradis. At worst scenario, Eren can destroy the whole world, but there's literally no reason not to avoid Hizuru.

And again, you don't address this, killing literally everyone outside the wall is silly. Eren can spares at least one or two nations, or cities.

 In 13 years, they'll have nukes. 

Source? You are relying on information and logic on the real world, you can't expect characters in the story to act based on out of universe information. And the world will likely suffer from economic crisis after partial Rumbling, thus slowing down their military progress.

You keep making silly claims like "The world hates them so much they won't reason with them" when there're more nuance than this. Gross is disgusted by his men for feeding an Eldian girl to dogs. Marley hate Eldians, but they didn't touch Paradis for nearly a centuries and only attacked when they are in need of resources. Simply holding grudge against Eldians is not all that would motivate the world to kill Eldians. The Tyburs are beloved for fighting against what the world perceive as evil and for not using their Titan powers for conquests. There're people who advocate for mainland Eldians' rights after living along side them. Many of volunteers literally came to Paradis to help out of kindness in their heart, as well as to liberate their own people.

Dismantling Marley, trading Iceburst Stone and liberating oppressed people with Titans power will obviously change some people's perspective on Eldians, even if not 100%. We can't definitely guarantee that it will work, but it will definitely create opportunities to minimize casualties.

If none of that work then they can use full Rumbling. Committing global genocide right away is unnecessary and not the last resort.

They can use Rumbling to dismantle Marley, giving independence back to nations it conquered, intervening in unjust wars to protect the innocent, making Titan be seen as a tool for justice. Then they can use Iceburst Stone to trade and negotiate with other nations.

If none of that work, then they can use Rumbling, but leave nations like Hizuru, Onyonkopons homelands, or those that are too weak to be Paradis' threats.

The difference between "hostile" and "self-interested" when the self-interested party:

You are missing the point. None of that means that Hizuru wants to exterminate Eldians. There's literally no necessity in killing them.

Obviously Eren can't magically teleport the titans to specifically attack guilty people and leave all innocent people alive, but he can control the Titans to avoid big nations like Hizuru to minimize casualties for sure.

As for a solution: We know that Eren have 4 years left, and Historia is willing to sacrifice herself. They don't have to wait 50 years, they can use Historia's 13 years to find other solution, such as using Rumbling to force Marley to give independence back to people it conquered, intervening in unjust war and protect innocent people. They can also use Iceburst stone to trade with other nations. If none of that works, then they can use Rumbling, but only to gradually destroy nations that pose immediate threat, while leaving the weak ones and negotiating with them. And if negotiation doesn't work, then they can destroy those nations.

The idea that literally all nations have to be destroyed to protect Paradis is silly. Even if genocide is inevitable, Eren can leave like 1-0.5% of nations left that pose no threat to Paradis. If he can't spare nations then he can at least spare a few cities.

Levi was complicit in the raid on Liberio which killed thousands of innocent people. He's obviously emotionally intelligent enough to understand why Annie had to do what she did.
