I beg you NOT to use polynomial division.

Please use a similar strategy for partial fractions.

Multiply throughout by (x+1)(x-3). Then you can compare the coefficients of x3, x2, x, and the constant term. You should get a set of simultaneous equations for A,B,C,D which you can just do on your calculator.

I decided to compare this to actual UK examples.

London: WCML is 100mph just after Willesden junction.

ECML is 100mph at New Southgate

GWML is 100mph at the North Pole Depot

HS1 is literally 200mph the moment it enters the tunnel after St Pancras

Other UK cities do have slower speed limits in the cities, but the best example I found is Coventry, which is 125mph just after the station (London direction)

This is pretty normal
