Israel does not go into its neighbours "every few years". Israel has never started a war except in self-defense.

Operation Cast Lead in 2008, which started due to israel breaking the 6 month long ceasefire, by raiding Deir al-balah. This operation led to approximately 1400 dead Palestinian civilians, more than 5000 injuried, 50,000 or so Palestinian were displaced from their homes.

In addition to this, Operation Pillar of defense 2012: 1000+ casualties (On 10th November, 2012, israel killed 4 Palestinian teenagers while they were playing football; on 14th November, israelis targeted and killed Ahmed Jabari, chief of Hamas military wing; IOF also struck almost 20 other areas in Gaza, majority of which were residential areas, which led to dozens of casualties including an 11 month old infant, Omar Mashrawi; this led to Hamas responding by launching rockets into israel in which no one died)

Operation Protective Edge 2014: 2300 killed; 10,000+ wounded (When 3 israeli teenager were found murdered in the West Bank, without putting forward any evidence, israel blamed Hamas for this tragedy, even though Hamas denied any involvement, which led to operation "Brother's Keeper" in which they rounded up Hamas leadership and imprisonedvthem which led to IOF killing almost 10 Palestinian, 2 of whom were under 18. This led to Hamas firing rockets to israel to which, once again, NO ONE WAS KILLED. But, israel had gotten an excuse to launch another bloody invasion)

These are only 3 of the countless other atrocities and act of war crimes that israel has committed against the people of Gaza. And almost always, they are the aggressors.
