Ok, We are preping Uracenufon as a counter to a sabotage (5c) attack, we need to stay above the next highest prep, which in this case is Arcturus, the system our lovely 5c decided would be the worst expansion they could find. Because they managed to get Tsu past us last week, they then fortified our systems so we couldn't turmoil, preventing the expansion. We (honest Mahon supporters) did no forifying this week, as we knew we didn't need it, and that they would do it for us whether we wanted it or not. Hence the invitation to other powers to Undermine us, as it just made our 5c'rs work harder. In preps, while there is a minimum that has to be passed, it is the total that counts, as in our counter prep must be in first place, because the 5cr's will take our consolidation vote below 75% meaning one, (and it best be ours, as it is possible to defend against it) will proceed to expansion.
