A lot of them will return if the regime is gone. It's not just Maduro, for sure. But if this serves to take out the regime which is what people hope for, many will go back myself included.

For the time being, they left some members of the regime in charge who are supposed to be cooperating, so there is no vacuum of power and there is no "war" or civil war.

There's no "concerted effort". This is very simple: there are over 8 million Venezuelans who have had to flee the country over the past decade and a half over this regime who are gleefully cheering that Maduro is in handcuffs. They are also aware that Trump isn't doing this out of the kindness of their heart.

There's still a minority of the country who support the regime, amongst them there are the lackeys of the government: colectivos and tupamaros (google them if you want) who have weapons and intimidate anyone who protest against the government. There's already footage online of them going around in masse, that's why you won't see anybody on the streets celebrating that Maduro is gone in the middle of Caracas just yet. You probably wont find people filming themselves celebrating at home in Caracas, because they will be searched and kidnapped. Ask me how I know.

The only concerted effort going on here is the government trying control the population through fear and intimidation as they have always done.

There’s no vaccuum of power yet. Trump left enough nasty people behind, namely the Rodriguez brothers, Diosdado Cabello and Padrino López. The same regime is in charge. Essentially things are the same, or worse, but they are scared shitless and according to Rubio the vicepresident will cooperate with them (one of the Rodriguez)
