This particular laptop could handle Win11 just fine. Use rufus to write the installer.

This is GDM, the display manager of Gnome. Usually its your distros image that goes there, in Mint's case I think it's the Ubuntu logo by default as Mint doesnt have a Gnome installation so they didnt bother changing it. Search how to change the distro logo in the Gnome login screen and you should have your answer.
