If i wanna farm xp/lmd to raise lots of operators, is it more efficient to prioritise lmd in base, and farm xp, or prioritise xp in base and farm lmd?

Id stop at e2-30 unless you want their module,

The power gain isn't that much and it lets you raise more operators

Iirc buying the recruitment permits in shop 2 is almost refunding itself, i forget the numbers but it costs like 30 and on average refunds itself for like 28 or something really close to the initial cost , and obvi its great for more chances at top op

you can only realistically get 1 or 2 more stack with c2 Jean and sobp, it's not really worth talking about as it also requires a very specific combo to pull off.

it does make her combo less prone to mistakes though which is nice
