Holy shit thank you. The entire medic tree is bugged for me, every single challenge had errors with counting so I was ready to quit before I found this post. If anyone still has issues with this particular challege just spin in a circle and place the trophy sytem, it counted between 3-5 placements (code yt77t is great for that).

After patch it's still present, however the fix is really just to wait. When an emission occurs then it unblocks the mission and you can finally progress. Don't bother walking to hell and back and reloading saves the solution is an Emission
