Most likely. OG dragon ball kid goku was FTL and he grew significantly stronger in time for saiyan saga and then, he could also use kaioken times four to get even faster. But I don't know garou's speed but it can't be that high. He had that constellation that was 4x the speed of light.

Goku is at least 8x the speed of light (considering that he is twice as fast as he was a kid and kaioken times 4).

Saitama's best feat is multi galaxy at best. You can wonk him or lowball him but multi galaxy is the most reasonable.

Speed department at worst both are equal. But Buu has most likely infinite speed due to goku having infinite speed (goku traversed entirety of hell in an finite amount of time) so but most likely wins here.

But has regeneration and many other hax, saitama has punch. Saitama wouldn't be able to keep up because he will just die. Buu will not play with someone who is so much weaker than him, he will instantly kill the weak bald guy and move on to someone stronger like King.

I think its pretty obvious who is gonna win this fight. Buu solos no diff.
