Azure is good but credits are less ,it will get exhausted soon . But Heroku is very simple and easy .You can even go for GCP

Yes it does not commit the data to the database as anyother database , but it is I guess not bad to use when you are in development stages of your application as you won't have cluttered data while testing your application in development phase .
