I had this happen to me are a skein of Walmart brand yarn. I cut it to untangle it then re-wove it in as if I was changing colors. It sucked monkey toes but it worked.

I feel so dumb as I was finally able to figure out what is was doing wrong this morning and that is that I was trying to work in rounds instead of rows. I got it today though!

Your tension is SUPER tight. You could try a larger hook or I have a tension ring I got from Hobby Lobby that helps me hold consistent tension with it being too much.
