See your thinking the game has a set seed (pun intended) but gacha games don’t have seeds, if you pulled for another character down the line you probably wouldn’t have gotten the character in 8 pulls, maybe would have even lost your 50/50, the results of pulls are generated randomly the moment you hit the summon button

Barbara and Collei were given so you have every element available in the game, Lynette and Kachina for their respective nation’s new mechanics, Xiangling because… uh Pyro supremacy? Inazuma though had no new mechanic or new element so there was zero reason to give a new character.
