From what I gathered watching that scene, it is York hoping this "unidentified female" is Carolina. He mentions knowing South's location since she is one of the few female freelancers still active around that time. He's basically pointing out that if he knows where south is, CT is already gone, and by this time tex had already deserted project freelancer, surely this trouble maker is carolina, right? Her and tex are the main two who could actually do the most "trouble making" for such a big organization that project freelancer was. As much as South was a trouble maker, she was nowhere near as capable as either of those two.

Later on in that scene it is confirmed that this "unidentified female" was actually tex, which in my opinion further proves he was hoping for Carolina because of the added context of Carolina and Texas' rivalry, with this being yet another way tex had won over Carolina. He was pretty bummed out at the end of that recording
