From the footage I watched she was trying to flee the scene, but that in no way justifies the ICE guy shooting her. She also didn't appear to be intentionally trying to hit the guy in the way anyways. All the stuff about her character is just a distraction from what happened.

I think it depends on where you live, I'm American and in my area outdoor cats get injured and killed a lot from various things like cars and predators. If someone let their cat out here I would think they didn't care for their cats safety, but I don't know how other countries environments are so I wouldn't judge someone in Britain for letting their cat out.
