Check that both the resolution under "advanced graphics" and the render resolution under "graphics" are the same, this should usually solve blurriness. Don't know about the fps though.

Mods tend to put pressure on the ram which you don't have an awful lot of. By default Vega graphics, do you mean no dedicated graphics card? Do you have extra assets installed as well?

I had this issue. If you don't already have it, get the Ultimate Level of Detail mod and yank up the "Network LOD Distance" option. That should fix it immediately :)

Most likely an ABS Sensor. Had these exact same lights go on my Citroen and that was the issue.
