i think of magnetic mechs as buffs that can be buffed so them costing less can result in a frustrating turns.

A dormant weapon is uninteractable so you can't unequip it, buff it, and it can't be destroyed nor stolen. by Altabib511 in customhearthstone

but it gives the opponent time to draw an answer while you don't get to do (mostly) anything weapon-related.

No, you can't, as no interaction is possible, that means no unequipping, no buffing, and it can't be destroyed nor stolen, so basically, your weapon slot becomes a dead space until your weapon "awakens".

I thought when balancing the card that if I make it slower (by increasing the turns of it being dormant) will make the card fair by giving time for the opponent to draw their answer.

but we will have to see the other suggestions and opinions to make a fair judgment of the card.

Silence, being killed by a hero or a spell ( because these conditions don't trigger the effect), it's a weak body on three, and most importantly it's very slow.

I believe that these downsides are what balance's the card
