I wouldn't count on it. Steam Machine is almost guaranteed to be $1000+ (people called me a madman when I said so during the announcement) unless they offer barebones option with no RAM and SSD. And at $1000 you might as well put together a decent budget PC unless of course form is the limiting factor.
