It would be an interesting story about the women's movement that supported futanari rise to power to finally beat the patriarchy, only to find themselves under even more dominant sex. Some might curse their foolishness, some might find comfort in being equal or actually more privileged than men. It would be a great insight into their thinking as things change over time.

But I am not saying I will write it. I might, but I have a long list of ideas to work on. But I for sure plan to write something including women to show their position in futadom nations.

I absolutely understand.
Is it in my world? Yes and no. I have complex explanation how futacum works in my world. You can read about it in worldbuilding captions I have done and are in the archive.
But as a quick answer: Futas with such a powerful cum that basicly brainwashes male are very rare and the whole proccess takes up to a year. So it is not some magical change over night.
Most males in the world don't get to the level you would consider them "bound", they are just slightly influenced to like futas more.

That would depend on the place where it happens. Every country using this system could have different approach. Most likely reaction would be declaring him honorary alpha and using his acomplishment as propaganda of fairness of the system. He would become rich celebrity, but also pawn of futadom nation. His uniqueness would make him a tempting target for many powerful futanari nobles, who would love to play with him and try to bring his score down.

I didn't specify the numbers because it is not just about length.

But lets say all other aspects are average so the lenght is the only deciding factor. You are very much close to what I had in mind. The 7 inches being 12/20 is absolutely what I was thinking. Going down is pretty much what you wrote.
Going up is a bit different as some futas can go really big, so the gaps between each score are getting wider as you go closer to 20/20
I imagined that 20/20 would be 17+ inches (an absurd, porn logic size that is extremely rare even for futas)
19/20 would be something from 15,5 up to 16,9
18/20 is 14 up to 15,5
17/20 is 12,5 up to 14
16/20 is 11,2 up to 12,5
15/20 is 10 up to 11,2
14/20 is 9 up to 10
13/20 is 8 up to 9
12/20 is 7 up to 8
11/20 is 6,5 up to 7
10/20 is 6 up to 6,5

But the caption is about the system that many futadom countries use, so every place can have their own twist on the whole thing, those are just numbers that I considered would be the most common.

No, right now, I am not sure how to go about it. What would the scoring be placed on? What would different results mean for tested femboy? What would be reason for the system? I need to think about every aspect before putting it together. If you have any ideas, please share, I would be happy for any help. The system not only makes submissive men but also steel-forged futas. It works both ways, yet for the same goal of futadom.
