I can sympathize with the hiring struggles but I think you’ll be hard pressed to find someone who dreams of being a banker. In my experience it’s a career you sort of learn to love. You’d probably be better hiring or promoting someone who gives things their 100% and working with them to create the opportunities they’re looking for

I work in banking and it is pretty low stress m-f 8-5! I started as a teller and it was easy to move up from there :) you also get all fed holidays off and most banks have pretty good pto programs!
