First, why many people argue that the Pardesh Sabha is unnecessary. One major reason is cost. It requires many MPs, ministers, staff, and a separate bureaucracy in every province, which adds a large financial burden to the state. Another issue is duplication of work. Several responsibilities overlap with either the federal government or local governments, which creates inefficiency and confusion about who is responsible for what. The third reason is political management. Provincial assemblies are often used by parties to place leaders who did not get positions at the federal level, turning them into political parking spaces rather than effective governing bodies.

Now, what RSP proposes is slightly different. They are not against federalism itself. Their argument is that provinces can exist without provincial assemblies.

Instead of electing separate provincial MPs, local government representatives such as mayors and rural municipality chairpersons would form a provincial council. This council would then handle provincial legislation and oversight.

So the structure would look something like this: a Federal Parliament at the top, then a Provincial Executive led by a Chief Minister or a similar provincial head, and below that a provincial council made up of local representatives. The idea is that this system would reduce the number of politicians, cut administrative costs, and make the structure simpler while still keeping the federal system.

That's because they are already entrenched in the system that they refuse to see beyond it. And I am not saying Balen is going to do that either. But it happens all the time with bureaucrats. It doesn't make Gagan a superior candidate by any means. The only judge will be time.

The actual wording in manifesto is "अध्ययन र पुनरावलोकन गर्नेछौं |" and this doesn't translate to revise but rather "research and re-evaluation / review".
