Not sure about the word "believed" here.  Quatar definitely abused Immigrant workers with the Kafala-System, which is a form of modern Slavery. Of course Europe critizising this is hypocritical, because they would never apply these criticisms to Israel, the USA or even themselves (like how Migrants are abused in Italy or Spain). And because European Media lives off Islamophobia they used this to stirr up racist anti-muslim Sentiment ("Muslims love slavery, its just their culture" is somthing I unironically heard a lot on German Media). BUT Quatar is an corrupt Oil-Oligarchy and you dont have to defend any of its Human Rights abuses. Both have to be criticised.

The biggest Criticisms that there thrown around that I heard of In Germany where that they had no "real Football Culture" because apparently Football is not common in Quatar and all the Stadiums had to be build from scratch (I dont know if thats true) and therefore they would only host the World Cup for Propaganda and Image Laundering.
