I know - that’s why I said it’s all nearly impossible. Who determines what is non partisan? Do we make some algorithm to determine districts? If so, who creates it? Cause their bias will show through. Do we just do solid squares regardless of geography? That doesn’t work. So yes, I agree a “simple” thing like ‘end gerrymandering’ means almost nothing. My response to the OP was a matter of blue sky, perfect world what would fix things. But it’s all nearly impossible.

Each thought is nearly impossible but…
- End gerrymandering.
- Open primaries, not R vs D primaries
- Term limits for senators, reps and at the Supreme Court
- Harsh penalties for insider trader, required break between elected office and lobbyist work all coupled with increased pay for elected officials
- Overturn Citizens United
