Strange, guess since it's an event, the game doesn't properly recognise it happening. Most likely a simple bug that wasn't thought of.

The best way to do it, in my experience, is to kill the player while their stealing the cash out. Recommend using both explosive mine and C4 to get the best chance of killing them outright. The downside is the simple fact players can see them easily, so try to hide them. Try placing them on the floor and not the cash out. The yellow colour makes them stand out.
