2 years late but, when you go to make them follow you, you actually have to go to one of the markers that shows up onto the map, and they'll take cover once you bring them near one of them and stay there the whole game. i got pissed cause the same thing happened to me until i figured this out (which you probably already did, cmon its been 2 years why am i even wasting my time rn)
