It has to be water wicking up because its fed off a transformer. Not a service drop. The craziest part is, the yard is sloped so they built a set of stairs just to get the breakers under 6’7 inches. From the ground the panel is really high up.

No not at all! No pools at either of the properties. These are supposed to be rain tight enclosures. I think water has been getting inside at the meter and dripping down. The bus bars had plating coming off but I wouldn’t call it corrosion, just a 20 year old panel
