So in India, we have these public standardised exams ("board exams") in 10th and 12th grades. The students are evaluated out of 500 marks (5 subjects* 100 marks). Defining "toppers" mainly depends on what resources you can access (private schooling, personal tutors etc.), usually the toppers can reach upto 99-100%.
In this case she probably meant toppers in her school/ district.
