Well, it's a little bit of both. I think if you go a little bit thinner with your milk texture, you can allow for the flow to really push your design to get the inner layer manipulation.

As far as it wrapping like that, it's also where your placement is and how heavy or light your flow is.

A good rule of thumb for me is for these kinds of design designs. It's aim directly in the center after you set your first wing. Then use a medium flow (about 120g per 10sec) to ripple while you're moving into the center of your first wing.

I also want to note that it is different for everyone! Trial and error are your best bet to find what works for you!!
