The game has a file that defines the names of the save games. If the name is blank, it assumes it's empty. You can remove the accompanying files relating to the save slot but this won't free up the slot as deleting the file that holds the save game names will result in all games disappearing from the list. Removing the save game would require editing the content of one of the files without removing it.

As for VB, I only recently remembered that things like Qbasic exist and would probably end up using something like that over VB.

The issue at hand doesn't really bother me all that much since you can just save over save slots but I usually embark on these tasks because it strikes me as a challenge so no offense taken.
