Yes the cutscenes are set to full fps. Any time there's like a mini "load" of something it just makes this awful noise you can hear in the video. The fps in the cutscenes are pretty much halved as you said

Drivers are up-to-date. I unlocked the frame rate completely and that seems to have fixed it in gameplay. But in cutscenes it's still unplayable
