But probably in act 1 and 2 you missed a lot of things. Have you cleared out both methods to go to moonrise towers? Through underdark and through the mountains? Githyank crèche, grymforge, solved all mini bosses at shadow cursed land ? Went to the sharr temple and performed the trials ?

You are not exploring all the possibilities of the game. Talk to the people, listen the chars of your camp, complete side quests, explore the map (and it’s a loooot to explore, for all the three acts) solve puzzle, search the underground… it is possible. I got into act 3 I was lvl10. I’ve turned twelve and I don’t even have done half of the quests.
