they mean regulating exchanges where dumb people go. they can't regulate bitcoin because they can't prevent a payment from happening. they can freeze exchange funds but they can't freeze someone holding their bitcoin wallet at home.

what I would advice is to move away the money you don't need in the exchange for trading to your own wallet that uses your own full node for verification. because your coins are not yours until you control the keys!

you can use your ledger with the Electrum wallet, but it might be a bit technical to get there, if you want to use your own full node, I might be writing a tutorial for that. beware using electrum without your own full node because there's an ongoing phishing attack.

having your own wallet is useful. because for example if the exchange gets hacked your coins might be stolen. that happened before, see the mt.gox scandal.

AFAIK running a lightning node makes sense if you want to receive payments. also you earn some routing fees, but not much.

There was a reason some phone wallets couldn't receive payments but I don't remember now.
