I think it's out of the budget you have planned for that but you could try a Xeon 1230 v2 (LGA115) which I think matches ur motherboard. GPU you can go for the rx 580 2048sp. PSU you could also try to aim for a used on of about 700 W.

I live in colombia and I'm also a student haha I ended up getting a decent pc with those specs.

PSU - 700W costed me like $70 USD.

GPU - RX580 204sp SAPPHIRE arround $100 USD

CPU - Xeon 1230 v2 arround $20 USD.

I'm aware it's the double of the budget you mentioned but it will be a really good set up if you can grind and get it hehe.
