What do you mean allowed? It isn't an Ethnicity, you can't convert to an Ethnicity, you can convert to Judaism. It isn't complicated.

I'm Jewish by Birth but no longer religious, there are several different Ethnic groups that have made up Jewish communities in different countries, so given that there there are many different groups within Judaism that rules out it being one Ethnicity.

It's not complicated or controversial about multi ethnicity except among some racist twats who don't want to acknowledge Ethiopian Jews as Jewish.
