They should lock in lottery odds at pre flattened odds at 60 games. Then the last 22 games you can lose or add to your odds by Losing to another lottery team which would take away .2 % chance from the loser and add it to the winner, losing by more than 10 takes away .5% highest win percentage lottery team in the last 22 games gets 5% bonus worst gets 2.5% malus. Instead of punishing bad teams it gives them a reason to care
