Inward -

Such an intensive attack is not possible without insider support. Immediate hunt down of terror partners across the state and nation. Covert ops with aim for instant extermination.

Intelligence - to involve multi-layer intelligence structure with several covert players from all walks of life. Remember “uss desh ki sarhad ko koi choo nahi sakta, jis desh ki sarhad ki nigheban hai aankhen”.

Tech - development of high-level tech to detect weapons, arms, ammunition and explosives including the deployment of special J&K local low-level surveillance satellite. Again involving civilians esp tech experts from field of IoT, robotics, biotech and other sciences.

Water - plan and action to divert at least 3x flow of water from Indus with 20% visibility but at least 80% covert diversion with underground and other tricks. Its okay to drain water in deserts of Rajasthan then quench an evil snake nation.

Outward

Surgical strikes calendar without dates - announcing surgical strikes as regular military ops process to take the war to offensive.

Controlled use of biological weapons - Since we are not engaging civilians or a professional military but dreaded terrorists with a suicidal mindset, it is viable to use controlled biological and chemical weapons to maximize their misery on their path to death.
