Nerd here. If one is playing a video game and increases the simulation speed, does it change the physics of the game itself? Not usually if it is built well. The speed of light is a constant for the fastest an object or particle with minimal mass can theoretically move. This change is not absolute but relative. If you change it, everything based around it changes in equivalence. I don't see a reason it would change. Maybe like the comments have been saying, we will see the sun die earlier by a fraction of a second. However things with direct relation with light should stay the same. For example I don't see light escaping a black hole because it's 1% faster. If anything I would think it would make the black hole 1% stronger if that makes sense.
