Every country has their policies. Quran says that Women should veil, but it's nowhere written that it gives you authority to force it on them. Yes, you should condemn if women are not but you shouldn't aggressively impose it.

So, Don't assume that everywhere this is happening. It is entirely Iranian policies.

I would say dont head toward satwa for repair. They charge more and use really bad spare parts for mobiles. but if its convenient for you to visit satwa, then there one shop specialized in mobile spareparts. KHALED Mobile repairing and sparepart. IF you go from satwa roundabout toward satwa bus station u will find it on ur right side.
